Follow the Money - A Comprehensive Guide to Federal Spending

“Follow the money” is a catchphrase popularized by the 1976 docudrama film All the President’s Men, suggesting that political corruption can be exposed by tracing financial transactions. While this term gained prominence in the 1970s, the underlying principle has been around for centuries. The Latin phrase Cui bono?, meaning “to whom is it a benefit?”, encapsulates the idea of understanding who gains from financial actions.

Federal Transparency Legislation

The Federal Funding Accountability and Transparency Act of 2006 (FFATA) was signed into law on September 26, 2006, to enhance transparency in federal spending. This legislation mandated that federal contracts, grants, loans, and other financial assistance awards exceeding $25,000 be publicly accessible through a searchable website. In 2008, the Government Funding Transparency Act amended FFATA, requiring prime recipients to report details about their first-tier sub-recipients for awards made as of October 1, 2010.

As of fall 2018, the database contained over one hundred million records, including contracts, grants, and other expenditures. Yet, a survey of four thousand federal managers revealed that 92% were unaware of USASpending.gov.

Every federal agency designates a Senior Accountable Official responsible for certifying the accuracy and completeness of their quarterly financial data. This data is published on USASpending.gov only after certification. These tools are created for you if you’re ready to grow your contracting business.
